The leadership vacuum in the last half of 2025 allowed Frank Ingraffia, Heritage’s Chief Transformation Officer and former owner of Tony’s brand, to expand his anti-union program from Tony’s to Cardenas Markets, instead of focusing on improving earnings in this turbulent consumer environment.
